	* libsupc++/initializer_list: Use noexcept specifier.
	(initializer_list<>::size, begin, end): Qualify as const.
	* include/bits/move.h (__addressof, forward, move, addressof): Specify
	as noexcept.
	* include/std/bitset: Use noexcept specifier throughout.
	* include/debug/bitset: Update.
	* include/profile/bitset: Likewise.
