Thomas Schwinge 22cff118f7 Add '-Wopenacc-parallelism'
... to diagnose potentially suboptimal choices regarding OpenACC parallelism.

Not enabled by default: too noisy ("*potentially* suboptimal choices"); see
XFAILed 'dg-bogus'es.
