01bc30b222 Regenerate libiberty/aclocal.m4 with aclocal 1.15.1 
There is a new buildbot check that all autotool files are generated
with the correct versions (automake 1.15.1 and autoconf 2.69).

Correct one file that was generated with the wrong version.

879cf9ff45 [PATCH v3] libiberty: Use posix_spawn in pex-unix when available. 
Hi,

This patch implements pex_unix_exec_child using posix_spawn when
available.

This should especially benefit recent macOS (where vfork just calls
fork), but should have equivalent or faster performance on all
platforms.
In addition, the implementation is substantially simpler than the
vfork+exec code path.

Tested on x86_64-linux.

v2: Fix error handling (previously the function would be run twice in
case of error), and don't use a macro that changes control flow.

v3: Match file style for error-handling blocks, don't close
in/out/errdes on error, and check close() for errors.

Move custom macros to acinclude.m4 so we can autogenerate aclocal.m4
with aclocal.  This matches every other project in the tree.

8fc8bf801e Enable Intel CET in liblto_plugin.so on Intel CET enabled host 
Since ld is Intel CET enabled on Intel CET enabled host, dlopen fails on
liblto_plugin.so if it isn't Intel CET enabled.  Add GCC_CET_HOST_FLAGS
to cet.m4, use it in libiberty and lto-plugin to always enable Intel
CET in liblto_plugin.so on Intel CET enabled host.

On Linux/x86 host, enable Intel CET by default if assembler and compiler
support Intel CET so that the generated liblto_plugin.so can be used on
both CET and non-CET machines.  It is an error to disable Intel CET in
liblto_plugin.so on Intel CET enabled host.

        * aclocal.m4 (LIB_AC_PROG_CC): Moved here from configure.in.
        (AC_DEFINE_NOAUTOHEADER): New - work around bug in autoheader.
        * configure.in: Call AC_C_INLINE and AC_C_CONST.  Use three
        argument form of AC_DEFINE in dummy definitions block.  Use
        AC_DEFINE_NOAUTOHEADER for real definitions of things defined
        in dummy block.  Preload cache variables instead of bypassing
        tests, where possible.
        * acconfig.h: Removed.

        * xmalloc.c (xmalloc_failed): New function, does error
        reporting on failed allocation.
        (xmalloc, xcalloc, xrealloc): Use it.
        * libiberty.h: Move #includes to top.  Prototype xmalloc_failed.
