a8b77a6963 libstdc++: Replace viewcvs links in docs with cgit links 
For this backport to the release branch, the links to the git repo refer
to the branch.

libstdc++-v3/ChangeLog:

623b8081ab libstdc++: Remove outdated references to buildstat.html 
The buildstat.html pages have not existed since gcc-8 so remove
referencs to them in the libstdc++ manual.
