LoongArch: Libitm add LoongArch support.

libitm/ChangeLog:

	* configure.tgt: Add loongarch support.
	* config/loongarch/asm.h: New file.
	* config/loongarch/sjlj.S: New file.
	* config/loongarch/target.h: New file.
