	* java/net/URI.java:
	Added class documentation.
	(parseURI(String)): Only handle scheme-specific parts
	if URI is not opaque.  Allow for parts that can't be null.
	(toString()): Output the scheme-specific part whole, rather
	than as its possibly non-existent components.
