	* config/locale/gnu/c++locale_internal.h: ...here in std namespace.
	* config/locale/gnu/c_locale.cc: Move implementation of latter here.
	* src/c++98/Makefile.am: Compile c++locale.cc with -fimplicit-templates.
	* src/c++98/Makefile.in: Regenerate.
	* config/abi/pre/gnu.ver: Adjust.
