	* sdbout.c (sdb_debug_hooks): Initialize non-SDB_DEBUGGING_INFO
	version.

	* c-decl.c (finish_decl): If -Wc++-compat, warn about
	uninitialized const.
testsuite/:
	* gcc.dg/Wcxx-compat-17.c: New testcase.
