CommandSet.java: New file.

* gnu/classpath/jdwp/processor/CommandSet.java: New file.
        * gnu/classpath/jdwp/processor/PacketProcessor.java: Use
        CommandSets to handle JdwpCommandPackets.
        * gnu/classpath/jdwp/transport/JdwpReplyPacket.java: New
        Constructor.
