Use fatal_error instead of internal_error for when ZSTD is not enabled
This changes an internal error to be a fatal error for when the ZSTD is not enabled but the section was compressed as ZSTD. Committed as approved after bootstrap/test on x86_64-linux-gnu. gcc/ChangeLog: * lto-compress.cc (lto_end_uncompression): Use fatal_error instead of internal_error when ZSTD is not enabled.
