This commit brings all the changes made by running gdb/copyright.py
as per GDB's Start of New Year Procedure.
For the avoidance of doubt, all changes in this commits were
performed by the script.
Add the standard arc_debug_printf, but also arc_linux_debug_printf,
arc_linux_nat_debug_printf and arc_newlib_debug_printf to match the
prefixes currently used in the debug messages.

* arc-tdep.c: Use arc_debug_printf.

Shahab suggested we get rid of the verbosity level for the ARC debug
logging [1]. This patch does that, before doing any other change.

Update copyright year range in copyright header of all GDB files.
With this patch in place it is possible to build a GDB that
can run on ARC (GNU/Linux) hosts for debugging ARC targets.
The "arc-linux-nat.c" is a rather small one that mostly deals
with registers and a few thread related hooks.
