This introduces command_line_up, a unique_ptr for command_line
objects, and changes many places to use it. This removes a number of
cleanups.
Command lines are funny in that sometimes they are reference counted.
Once there is more C++-ification of some of the users, perhaps all of
these can be changed to use shared_ptr instead.

This applies the second part of GDB's End of Year Procedure, which
updates the copyright year range in all of GDB's files.

It'd be handy to be able to iterate over command arguments in
user-defined commands, in order to support optional arguments
($arg0..$argN).
I thought I could make it work with "eval", but alas, it doesn't work
currently. E.g., with:

we get:

The problem is that "eval" doesn't do user-defined command arguments
substitution after expanding its own argument. This patch fixes that,
which makes the example above work:

(gdb) test 1 2 3
$2 = 1
$3 = 2
$4 = 3
(gdb)
New test included, similar the above, but also exercises expanding
$argc.
I think this is likely to simplify many scripts out there, so I'm
adding an example to the manual and mentioning it in NEWS as well.

and progressively making more things const upwards, fixing fallout,
rinse repeat, until GDB built again (--enable-targets=all).
That ended up constifying lookup_cmd/add_cmd and (lots of) friends,
and the completers.
I didn't try to constify the command hooks themselves, because I know
upfront there are commands that write to the command string argument,
and I think I managed to stop at a nice non-hacky split point already.
I think the only non-really-super-obvious changes are
tracepoint.c:validate_actionline, and tracepoint.c:trace_dump_actions.
The rest is just mostly about 'char *' => 'const char *', 'char **'=>
'const char **', and the occasional (e.g., deprecated_cmd_warning)
case of 'char **'=> 'const char *', where/when I noticed that nothing
actually cares about the pointer to pointer output.
Tested on x86_64 Fedora 17, native and gdbserver.

clear_proceed_status doesn't free the command tree we're
