Notify observers that directories have changed when using "directory" CLI command

	parameter has changed.

gdb/testsuite/ChangeLog

	* gdb.mi/mi-cmd-param-changed.exp: Check that notification is
	is emmited for both 'set directories' and 'directory' commands.
