convert to_stop_recording

	* record.c (record_stop): Unconditionally delegate.
	* target-delegates.c: Rebuild.
	* target.c (target_stop_recording): Unconditionally delegate.
	* target.h (struct target_ops) <to_stop_recording>: Use
	TARGET_DEFAULT_IGNORE.
