convert to_trace_stop

	* target-delegates.c: Rebuild.
	* target.c (update_current_target): Don't inherit or default
	to_trace_stop.
	* target.h (struct target_ops) <to_trace_stop>: Use
	TARGET_DEFAULT_NORETURN.
