* elf32-mips.c (mips_elf_relocate_section): Don't create a reloc

Browse source 
for R_MIPS_REL32 and R_MIPS_32 relocs if no dynamic sections were
	created.
	(mips_elf_check_relocs): Only create .rel.dyn for R_MIPS_REL32 and
	R_MIPS_32 relocs if creating a shared library.
