Move ansidecl.h to common-defs.h

This commit moves the inclusion of ansidecl.h to common-defs.h and
removes all other inclusions.

	* common/common-defs.h: Include ansidecl.h.
	* defs.h: Do not include ansidecl.h.
	* common/buffer.h: Likewise.
	* common/common-utils.h: Likewise.
